HEADQUARTERS PMSA

a.         At the time of inception of PMSA in 1987, the PMSA Headquarters, Transport Pool and Warehouse were located in hired buildings at different locations.  A considerable amount was being paid as rent each year.  To save this huge amount and provide enhanced security to men and material, a dire need was felt to construct a HQs with specifically designed infrastructure, which would further enhance PMSA’s efficiency and also meet its future requirements.  Construction work on the new HQs building started in 2007 and was completed in about two years.  The new building was occupied in March 2010 and formally inaugurated on 15 January 2011 by Chief of the Naval Staff. 

b.         The new building consists of five floors i.e Ground+4.  Offices of HQs are located on the third and fourth floor.  The second floor houses the officers accommodation alongwith Wardroom and Blue Room whereas accommodation of CPOs/Sailors is on the first floor.  MSS INDUS, (Administrative Support Unit), Warehouse, Transport Pool and workshops of Base Maintenance Group are located on the ground floor.

c.         Location of the building is adjacent to KS & EW and in close proximity of the Karachi Fish Harbour.  There is a sea front, where construction of wharf is planned for berthing of PMSA units in future.  The site is also near the PN Dockyard and KS & EW, whose repair/maintenance facilities are utilized by the PMSA Fleet.  The location is ideally suited to effectively perform PMSA’s Charter of Duties.  It was located in a private owned (KDLB) building on main West Wharf Road since its inception in 1987.  The surrounding area of the HQs became congested thereby posing serious security problems which could affect PMSA operations.  In order to acquire/construct new building, PMSA had been consistently pursuing this case since its inception.  However, PC-1 of the new building was approved in 2005, budget was allocated in 2006 and construction work started in January 2007.  Finally, HQs PMSA has shifted to new building in March 2010.
